Vending machines on a school campus can be a real convenience for students and staff. They can also be a compliance headache if nobody is sure which products are allowed. The federal Smart Snacks in School standards set the rules for what can be sold to students, and California adds its own requirements on top.

Here is a plain-language look at what the rules cover, what qualifies, and how to keep your machines on the right side of both.

What Is Smart Snacks in School?

Smart Snacks in School is a set of USDA nutrition standards required by the Healthy, Hunger-Free Kids Act of 2010. The rules apply to all foods and drinks sold to students outside the school meal program, including items sold in vending machines, school stores, and a la carte lines. You can review the full standards on the USDA Smart Snacks page.

Two details of Smart Snacks in School matter most for school vending machines:

  • When the rules apply. The standards cover the school day, which runs from midnight before school until 30 minutes after the school day ends.
  • Where the rules apply. They cover any area of campus where students have access.

Which Snacks Qualify?

Under Smart Snacks in School, a snack first has to meet a general standard. It must be a whole grain-rich product, or have a fruit, vegetable, dairy food, or protein food as its first ingredient, or be a combination food with at least a quarter cup of fruit or vegetables.

It then has to meet nutrient limits per item:

  • 200 calories or fewer
  • 230 milligrams of sodium or fewer
  • No more than 35% of calories from fat, and less than 10% from saturated fat
  • Zero grams of trans fat
  • No more than 35% sugar by weight

Some foods, such as fresh fruit and certain nuts, have exemptions. In practice, compliant vending often includes baked chips, whole grain crackers, trail mix, fruit cups, and reduced-sugar granola bars.

Which Drinks Qualify?

Every grade level can be sold plain water, unflavored low-fat milk, flavored or unflavored nonfat milk, and 100% fruit or vegetable juice. Portion sizes are capped at 8 ounces in elementary schools and 12 ounces in middle and high schools, except water, which has no size limit.

Federal rules allow high schools some lower-calorie flavored drinks. California’s rules for beverages are stricter in several areas, so check state guidance before stocking anything beyond water, milk, and juice.

How California Rules Add to Federal Standards

California schools have to meet both sets of rules. The state’s competitive food and beverage rules include their own nutrient standards, and when the two differ, schools follow the stricter one.

California is also phasing in limits on certain food dyes and additives in school foods beginning in 2027. According to the California Department of Education, these restrictions take effect in stages. Many popular snacks and drinks will need to be reviewed before then, so now is a good time to look at what your school vending machines carry.

Do the Rules Apply to Teacher Lounges?

No. Smart Snacks in School applies to food sold to students. Machines in staff-only areas, such as teacher lounges, can carry a broader menu. Your district’s local wellness policy may still set its own expectations for those spaces, so confirm before you expand the selection.

Tips for Keeping Your Machines Compliant

Staying aligned with Smart Snacks in School is not a one-time task. Products get reformulated, rules get updated, and new items show up on route trucks. A few habits help:

  1. Approve the menu in writing. Have your nutrition services team sign off on every product before it goes in a machine.
  2. Review the menu each year. Recheck labels at the start of every school year and whenever rules change.
  3. Choose a vendor who keeps records. Ask for inventory reports that show exactly what is stocked in each machine.
  4. Show nutrition at the machine. Panels that display nutrition facts help students make informed choices and help staff spot problems.
